PPC agency in Dubai
DigeeSell is a PPC agency in Dubai that treats paid media as a measurement problem first: which conversion event a campaign optimises toward, whether pixel and server-side events are verified before budget scales, how the UAE auction prices each click, and what DHA, DoH and RERA rules allow an ad or landing page to say.
Run from our Dubai office in Dubai Investment Park, next to SEO for UAE search, landing pages built to load and track correctly and paid and organic social. The UAE overview shows how these services connect.
Short answer
What should a PPC company in Dubai verify before increasing spend?
DigeeSell, a PPC company in Dubai, verifies three things first: that the campaign optimises toward a conversion event that reflects real intent, that pixel and server-side events fire once and match backend records, and that ad copy and landing pages meet DHA, DoH or RERA rules. Spend then scales against those verified numbers.

What does PPC management in Dubai cover?
PPC in Dubai covers search, shopping, display, video and paid social campaigns bought per click, view or result. Whether a brief asks for a pay per click agency, a Google Ads agency or a paid search agency in Dubai, the work is the same: choose what to optimise toward, prove the tracking, structure the account, and report each platform on its own numbers.
This page covers that whole service, including PPC services UAE-wide. Account audits, Google Ads restructuring, shopping feeds and remarketing are workstreams inside one plan, not separate offers.
Why is the cheapest conversion event rarely the right one?
Ad platforms optimise toward whatever event they are told to count, and they find the cheapest people who will trigger it. Optimise for page views or an early-funnel click and the platform delivers those cheaply — from people who rarely buy. Optimise for a purchase or a qualified lead and the cost per result rises, but each result is worth more.
- Choose the deepest event that still produces enough volume for the platform to learn — typically tens of events per week per campaign.
- Where the deep event is too rare, optimise toward a mid-funnel event, then check its relationship with sales in the backend rather than assuming it.
- Judge campaigns on cost per qualified lead or per sale, not cost per result. Our qualified-lead definition requires a phone conversation confirming interest in the advertised offer; form fills and clicks alone do not count.
In one EdTech account the two candidate events differed in cost per result by 15x. Neither number alone says which is better; that depends on which event leads to enrolment.

How is tracking verified before spend is scaled?
Scaling a campaign multiplies whatever its tracking says. If an event fires twice, misses mobile Safari or counts a thank-you page refresh, more budget buys more wrong data. Verification happens first, at low spend.
- Pixel events — each tag is tested on mobile and desktop, in Arabic and English versions of the page, with consent states the site actually uses.
- Server-side events — Meta Conversions API, Google enhanced conversions and offline conversion imports send events from the server, so browser blocking and iOS privacy limits lose fewer of them. Each server event carries an event ID so it deduplicates against its pixel twin.
- Backend reconciliation — platform-reported purchases or leads are compared with the store, CRM or call records for the same period. A gap beyond normal attribution differences is fixed before spend increases.
Where the landing page itself breaks tracking or loads slowly, the fix belongs in the site build, not in the ad account.
Why do clicks cost more in the UAE auction?
Google Ads and paid social are auctions, so cost per click is set by who else is bidding. In the UAE, commercial terms in property, healthcare, education, finance and premium retail draw bids from regional portals and aggregators, international brands, and well-funded local advertisers. Small geographic targets — one emirate, sometimes one community — concentrate that competition further.
Budgets are therefore planned in AED from expected cost per click and expected conversion rate, not from a round monthly figure. A budget too small to buy enough clicks for the platform to learn produces noise rather than results.
- Bid on specific service, product and community queries before broad head terms that portals dominate.
- Split Arabic and English campaigns so each has its own copy, keywords and landing page.
- Use negative keywords and placement exclusions from week one; in a high-CPC auction, irrelevant clicks are the largest avoidable cost.
Single service lines start at AED 3,000 a month; two scoped together start at AED 4,500. Published ranges for every service are on the UAE pricing page.
Which platforms suit the UAE market?
- Google Search and Performance Max — demand capture for people already searching, including Arabic-script and English queries; shopping feeds for e-commerce.
- YouTube — reach and remarketing where a product needs explaining before it is searched for.
- Meta (Instagram and Facebook) — high UAE usage across expatriate and Emirati audiences; strong for e-commerce, property launches and lead forms.
- Snapchat and TikTok — younger UAE audiences; Snapchat in particular has heavy local usage.
- LinkedIn — B2B offers where job title and company matter more than cost per click.
- App campaigns — iOS and Android budgeted separately, because install costs differ sharply by operating system.
The mix follows where the client's buyers are and what the tracking can verify; platforms are added one at a time so each can be judged on its own results.

Which UAE rules limit ad copy and landing pages?
- Healthcare in Dubai — Dubai Health Authority (DHA) rules restrict outcome claims, guarantees, before-and-after imagery and testimonials in advertising by licensed facilities, and some ads need prior approval. Ad copy and the landing page it points to are both held to those limits.
- Healthcare in Abu Dhabi — the Department of Health (DoH) applies its own advertising standards. A clinic group running ads in both emirates may need separate ad groups and landing pages per regulator.
- Property in Dubai — RERA requires property advertising to carry the broker and permit details it specifies, such as the advertising permit number. Ads and landing pages are templated so those fields appear on every variation.
- Platform policies — Google and Meta add their own restrictions for healthcare, financial services and housing, which can limit targeting options independently of UAE rules.
This describes how we plan campaigns; it is not legal advice, and the client's compliance function makes the final call.
How are paid media results reported?
Each platform is reported on its own figures: spend, conversions, cost per conversion and attributed revenue as exported from that platform. Results are never summed across platforms, because Google, Meta and others each claim credit for the same sale, and adding them overstates what happened.
Monthly reports cover leads received, leads converted and campaign-level performance per platform. Converted leads and sales depend on the client confirming them from their own records; we state that dependency rather than estimate around it. The full method is on how we measure.
Which paid media results can DigeeSell show?
Clients are anonymised by sector. Each figure below comes from a platform export and carries its own measurement note on the case study page; figures from different platforms are not combined.

How should you compare PPC agencies in Dubai?
- Ask which conversion event they would optimise toward and why — and what they would check before trusting it.
- Ask how they verify tracking against backend records before scaling spend.
- Ask whether reported results are per platform or summed across them.
- Ask who manages the account day to day, and how DHA, DoH or RERA constraints enter ad and landing page approval.
- Ask what they will not promise. No one can guarantee a cost per lead before the account has run on verified tracking.
What does PPC cost in Dubai and across the UAE?
Management is priced against a plan, not fixed packages. A free audit first checks tracking, conversion events and account structure; the proposal then covers only the work that addresses what the audit found. Media spend is paid by the client to the platforms and is separate from management fees. Expected outcomes and timelines are agreed before any spend.

Do you manage Google Ads only, or other platforms too?
Both. Google Search, Performance Max and YouTube sit alongside Meta, Snapchat, TikTok, LinkedIn and app campaigns. The mix follows where your buyers are, and each platform is added and judged on its own verified results.
How much should a Dubai business spend on PPC?
Enough to buy the clicks a platform needs to learn, given expected cost per click and conversion rate in your sector. That figure is worked out in AED during the audit rather than set as a round monthly number.
Why not optimise for the cheapest conversion?
Because platforms find the cheapest people who trigger whatever event you choose. A cheap event often comes from low-intent users. We pick the deepest event with enough volume and judge campaigns on cost per qualified lead or sale.
Can a Dubai clinic run Google Ads?
Yes, within DHA rules and Google's healthcare policies. Outcome claims, guarantees and testimonials are restricted, and some ads need approval. Ad copy and landing pages are routed to the client's compliance team before they go live.
Do you add up results from Google and Meta into one figure?
No. Each platform claims credit for some of the same sales, so a combined total overstates results. Every platform is reported on its own export, and backend sales are compared separately.
Do you run PPC across the UAE or only in Dubai?
Across the UAE, from our Dubai office. Campaigns can target Abu Dhabi, Sharjah and the northern emirates, each with its own budget, copy and, in regulated sectors, its own regulator's rules.
